　　[摘要] 媒体的不断发展，使得舆论作用及其影响不断扩大；而随着社会的发展，政府的行_也在不断的扩大，公权力的扩大易乱用、滥用，而易滋生腐败，传统的监督方式因其自身的特点，难以积极地发挥应有的机能，而y论监督因其自身的特点和作用方式而成为对现代政府实行监督使其规范行政的一种必然监督方式。
