I 摘要 纳税服务是税收征管的基础环节，是衡量一国税收征管水平的重要指标之一，对于提高纳税遵从度、减少税收成本意义重大。虽然税务部门对纳税服务进行了许多有益的探索和实践，但由于缺乏系统的理论支持和明确的行为标准，纳税服务体系的建设与当前的形势需要还有一定差距。本文拟就我国纳税服务的发展历程进行回顾，总结现阶段纳税服务工作的成果，并以北京市地方税务局的纳税服务工作为例具体分析尚存问题，最后提出完善纳税服务的政策建议。
本文主要采用理论分析方法和实证分析方法，在相关理论框架下，结合我国实例，运用调查问卷的方式得到纳税人对于当前纳税服务工作的反馈信息，在此基础上分析纳税服务工作中的问题，进而得出改进建议。本文争取在以下两个方面有所创新，第一，前人往往把税收遵从放在整个税收征管中去研究，而本文将会把税收遵从作为纳税服务的理论基础，探询税收遵从与纳税服务的关系，第二，对北京市地方税务局的纳税服务进行调查和分析，具体化我国纳税服务的现存问题。

II Abstract Pay duty serving is the basis link of ta* administrationone of important judgments toone country ta* administration. It is important to raise pay duty fellowship and cut downta* revenue cost. Although all of the various levels ta*ation affairs branch serves a lot ofbeneficial e*ploration and practice having been in progress to paying duty, the constructionpaying duty serving system and current actual needs still have the certain gap due to shortof systematic theory and definite standard. The article reviews the history of pay dutyserving development of our country, summarizes the performance of the pay duty serving,analyzes the problems by taking Beijing Local Ta*ation Bureau as an e*ample andproposes the suggestions for perfecting the pay duty serving.
The article adopts theoretical analysis and empirical analysis. In the relevanttheoretical framework the article gets the feedback of ta*payer for the current pay dutyserving by taking the use of the questionnaire method, analyzes the problems of pay dutyserving and proposes the suggestions with combing the actual situation in our country.
