我国基层信访工作问题与路径探析

摘要：
现阶段绝大多数信访问题发生在基层，起源于基层，那么信访土作的重心也应该立足基层。基层信访土作是密切党和政府与人民群众的血肉联系，巩固党的执政基础，发展社会主义民主政治，维护人民群众合法权益，服务和谐社会建设的重要土作。笔者试图结合自己所调杳的信访案例和统计的数据，详细地阐述基层信访机制的运行状况，理性地剖析中国基层信访的困境，从而提出使中国基层信访摆脱困境的一些对策。
论文的第一部分首先从学理上对信访的概念进行界定，然后从历史、政治文化、法学这三大范畴对信访制度进行解说，让信访及信访制度以一个比较全而的状态呈现在读者而前。

第二部分主要介绍外国行政中与信访相关的制度，同时与中国的信访制度做出异同比较，从中得到一些改革现行信访制度的启发。
在第三部分基层信访土作的运作问题中，笔者利用所收集的现实案例，理清头绪，对他们处理信访土作的机制深入分析，最后得出基层土作的七大困境。
最后在第四部分中对基层信访土作的前进方向提出建议，在解决当前的问题时，要顾及过去土作的角色定位，小能使信访土作断层，也小能够提出一l h}而就的建议。
在这一部分，笔者充分考虑各界对信访所持的小同态度，加以评析。在目前形势卜，从政治、行政、法律三大层而来解决基层信访问题是比较全而科学的做法。

AbstractMost problems of the system of letters and visits appear in primary organization ofChina now. So the key of solving letters and visits should be located in the primaryorganization of China. Letters and visits in primary organization can link people andgovernment closely, strengthen the ruling party, protect peoples rights and developsocialist democratic politics. Author elaborates the operating of the system of letters andvisits of primary organization, rationally analyses the dilemma of the system of lettersand visits of primary organization, then puts forward some countermeasures with somecases and data collected.
Chapter one defines the conception of the system of letters and visits, and e*plains itfrom history, politics and law three points to readers.
Chapter two introduces ombudsman of civil affairs of foreign countries, thencompares with the system of letters and visits in China to get some enlightenments.
